What is the Governing law for collections made from the markets?
Market Act, CAP 94 2000 and Market (Kampala Markets) Byelaws SI 94/15. This is an Act that applies to all markets within the boundaries of the Kampala Capital City Authority.
Why pay Market Charges?
· It is a legal requirement
· The revenue collected is a contribution to the cost of services to the City
· Market rent is paid as a charge for renting KCCA's market spaces.
Market charges:
These comprise of market dues and rent.
Who is eligible to pay Market dues/Rent?
· Market Rent:
Any person carrying out business in and occupying a shop, pitch or a stall in a market is liable to pay market rent. This is a monthly payment made in lieu of utilizing/occupying space in a market. The legal interpretation is that KCCA is the landlord and the vendor is a tenant.
Market dues:
These are charges payable by suppliers upon delivery of supplies to a market. A schedule determined by the Council is used to determine the charges per item. The rates of market dues payable are the same throughout the entire Kampala.
Who is authorized to collect market charges?
Authorized officers of KCCA (Revenue officers) are allowed to collect Market charges within the market.
Other private markets are managed on agreed terms between market owners and KCCA on signing of Memorandum of Understanding.
Why are Market charges collected?
· It's a Legal requirement for any person selling goods and services as provided for by the Act CAP 94.
· The revenue collected is a contribution to the cost of services to the City
· To regulate market activities in the Authority e.g. ensuring Trade order, fighting lawlessness, observation of prescribed standards of health and hygiene within the market and to control illegal vending activities. All these information are contained in the market byelaws displayed in each market as required.
· Market rent is paid as a charge for renting KCCA's market spaces.
